Dr. Ethan I. Bregman is a licensed psychologist in California (PSY 21884) and Oregon (3152) with extensive experience in clinical care, program oversight, and mental health policy. Since 2015, he has served as a Consulting Psychologist with the California Department of Health Care Services, Program Policy & Quality Assurance Branch in Sacramento. In this role, he acts as a clinical expert and Hearing Officer for Treatment Authorization Request (TAR) appeals, reviewing inpatient and outpatient psychiatric records for medical necessity and documentation compliance. He leads chart review appeal processes, develops statewide oversight policies and documentation standards, analyzes proposed clinical regulations and legislation, and provides staff training.
From 2013 to 2015, Dr. Bregman worked in the Department’s Oversight & Compliance Branch, conducting quality assurance reviews of government-funded inpatient psychiatric hospitals and outpatient mental health clinics. He evaluated treatment planning, quality improvement initiatives, and compliance standards, collaborated on higher-level authorization appeals and lawsuits, and delivered large-scale professional presentations.
Dr. Bregman has maintained a private practice at West Coast Psychology in Sacramento since 2010, providing psychotherapy to adults and adolescents. His work includes treatment of depression, anxiety, adjustment concerns, and LGBTQ populations, as well as Ketamine Assisted Psychotherapy. He also specializes in sport psychology, working with adolescent and adult athletes on performance, injury recovery, career transitions, and related challenges.
Earlier in his career, Dr. Bregman served as a Staff Psychologist at California State Prison, Sacramento (2008–2013) and Napa State Hospital (2006–2008), providing inpatient care, crisis intervention, forensic assessment, and multidisciplinary treatment planning.
He earned his Ph.D. in Clinical Psychology in 2006 and his M.S. in Clinical Psychology in 2003 from Pacific Graduate School of Psychology in Palo Alto, California. He holds a B.A. in Psychology from the University of Illinois at Chicago (1990). Dr. Bregman is a member of the American Psychological Association, APA Division 47, the Association for Applied Sport Psychology, and the World Professional Association for Transgender Health.
